I am looking for a processing flow to do a pre-stack time migration using anisotropic parameters. Can you introduce me a software capable of doing this and how can I get an processing flow for this subject?

Generally its the same as isotropic preSTM, except you pick the "4th order" velocity term as well as the second order during velocity analysis.
So - all you need is a velocity picking tool that allows you to pick 2nd and 4th order velocities (V[NMO] and eta), and a preSTM routine that can migrated appropriately.
